A proposed oil refinery—and also an industrial zone with free port facilities—is expected to transform the Hambantota International Port and help it shake-off its reputation as a hub for automobile transshipments. Bogged in controversy, the proposed oil refinery will have a capacity ten times that of Sri Lanka’s only refinery at Sapugaskanda.
